a Presale Certificate of Completion or Presale Certificate of Inspection shall be required any time the property is sold.”
This online application will allow you to complete the application process for a Presale Certificate of Completion or
schedule the inspection required for a Presale Certificate of Inspection.
The address look up tool will provide you the Los Angeles County Tax Assessor’s
record of square footage, and whether there any open Code Compliance cases for the property.

Self Certification Requirements
All Fire and General Code requirements must be met to be eligible for self-certification.
Presale Certificate of Completion
A Presale Certificate of Completion allows the sale of eligible properties via self-certification.
The application requires self-certification from the owner or representative, acknowledgement of
disclosure from the buyer or representative, and payment of application and sidewalk assessment fees.
The following outlines eligibility criteria for self-certification:
- Properties whereby any of the following conditions exist are not eligible for a Presale Certificate of Completion and require a Presale Certificate of Inspection:
- Unpermitted addition(s)
- Unpermitted conversion(s)
- Unpermitted accessory structure(s) over 120 square feet
- Properties with any open code compliance case(s), are not eligible for a Presale Certificate of Completion and shall require a Presale Certificate of Inspection.
- Properties whereby the actual square footage of the living area is 10% or greater than the square footage recorded with the Los Angeles County Tax Assessor are not eligible for a Presale Certificate of Completion and require a Presale Certificate of Inspection.
Presale Certificate of Inspection
Properties not eligible for a Presale Certificate of Completion require a Presale Certificate of Inspection.
In lieu of a Presale Certificate of Completion, a Presale Certificate of Inspection can also be voluntarily requested.
Once your online application is received, a City inspection will be scheduled. Upon completion of the City inspection,
you will be provided with a housing inspection report identifying if any of the specified code deficiencies were found.
If no deficiencies are found, a Presale Certificate of Inspection will be issued upon payment of the sidewalk assessment fees.
If deficiencies are found, the owner can address deficiencies and schedule a re-inspection (additional fee applies),
or execute a Transfer of Responsibility, thereby transferring responsibility to the buyer to remedy the identified deficiencies.
Pay sidewalk assessment fee balance via PayPal
Continue with the online application and pay all fees via PayPal. Payment of the application and sidewalk assessment fee is
the final requirement prior to issuance of the Presale Certificate of Completion.
Payment of sidewalk fee via escrow
You will be asked to input the escrow company information as part of your application.
You will pay only the permit fees via PayPal.
After paying via PayPal you will receive sidewalk fee escrow instructions which you will forward to the escrow company.
You will also receive a conditional Certificate of Completion stating that sidewalk fees will be paid via escrow.
